Is using "trust and tranparency" against Israel fair?

The organization responsible for the Eurovision Song Contest held a vote to change some voting rules, in the name of "trust and transparency" - but it's directed solely at Israel. Does it hold any merit? That's what I tried to answer in this episode, without letting my patriotic tendencies sway my opinion.
