In Clark Township Police Department, three officers — Pedro Matos (chief), Joseph Teston (sergeant), and Vincent Concina (captain) — were suspended in 2020 after a whistleblower secretly recorded racist remarks by Matos and Teston (including the “n-word”) made in 2019. Concina, while not recorded using slurs, was accused of retaliating against the whistleblower. Despite the suspension and ongoing legal battles, the three officers have continued to collect six-figure salaries plus annual raises — together totaling more than $2.6 million paid by taxpayers over the last five years.
