What HappenedTimeline: Around 3:10 p.m. ET, Frankfort Police responded to reports of an "active aggressor" near Whitney M. Young Jr. Hall, a residence hall on the south side of campus. Officers arrived within four minutes and took Bard into custody almost immediately, thanks to quick action by KSU police.

The Incident: According to Bard's arrest citation, he was involved in a physical altercation with the victims before allegedly firing a handgun at them. No motive has been publicly disclosed, but authorities describe it as an isolated event stemming from the dispute—not a random or targeted mass shooting.

Victims: De’Jon Darrell Fox Jr., a sophomore from Indianapolis, was pronounced dead at 4:33 p.m. at Frankfort Regional Medical Center from gunshot wounds. He was a former basketball player at Victory College Prep High School.

The second victim, also a KSU student, was airlifted to UK HealthCare in Lexington in critical condition. As of December 10 afternoon, they remain stable but underwent additional surgery.

Campus Response: KSU went into immediate lockdown, which was lifted after securing the scene. Classes, finals, and activities are canceled through the end of the week (into winter break), with expanded counseling services available. Students may leave campus if desired.

Official StatementsKSU President Koffi C. Akakpo: Called it a "senseless tragedy" and shared his heartbreak: "As a parent, I cannot imagine receiving the call I placed today to the parents. Our students need prayers. Kentucky State University needs prayers."
