Who does God call an impetuous fool.

An impetuous person is a person who is rash, he jumps to conclusions very quickly, he doesn't take time to a evaluate the situation.and ask what is this going to cost me or who will get hurt if i do this and even if you try to tell him it just falls on deaf ears. He is selfish he just wants his way, he is quick to give his opinion, he pushes his point he cannot accept that he is wrong.
