The Huntington Beach City Council confirmed that in California there is no requirement to provide proof of citizenship in order to register to vote. Councilman Andrew Gruel stated that when individuals obtain a driver’s license or ID at the DMV, or receive state benefits, they are automatically registered to vote without having to present identification or proof of citizenship.

According to Gruel, voter rolls continue to add people without any cross-checking of identities, and he placed direct responsibility on Sacramento for having designed the system this way. He noted that all it takes to become a registered voter is checking a box declaring citizenship, with no verification, questions, or alerts, describing the situation as a “100% confirmed” fact.
