The United States carried out retaliatory strikes on ISIS after the deaths of three American service members. Officials described the action as “proportional,” a word that Washington loves because it sounds measured, responsible, and morally elevated. But proportional to what? To the lives taken? To the message that needs to be sent? Or to the political optics of looking strong without risking escalation?
