Back in the 1950s and 1960s especially, a common popular myth (especially in superhero comic books) was that radiation from the awesome new technology that had just recently won World War II for us could do all kinds of quasi-magical things, such as giving people superpowers. Of course, many critics in the more cynical decades that were to follow pointed out that were this true in reality, people *everywhere* would want to have a nuclear power plant/waste disposal facility in their home towns so they could go hang out by the radioactive waste dumps to acquire superpowers for themselves. This song is about a kind of public service announcement that would also exist in a world where that myth was a reality advising citizens everywhere to tell their local officials they wanted a nuclear waste dump in their towns.
