$1.4M Cocaine Bust: Three Men Indicted in 99kg Multi-State Seizure.

Three Massachusetts men have been federally indicted after authorities seized about 99 kilograms of cocaine during investigations in Revere, Massachusetts; Colton, New York; and San Juan, Puerto Rico.

Joel Betances, 43, of Revere; Noel Betances, 42, of Chelsea; and Reylin Segura, 31, of Boston, are charged with conspiracy to distribute and possess cocaine. Joel and Noel Betances also face counts for possessing over five kilograms with intent to distribute, while Noel is additionally accused of distributing more than 500 grams. Segura is charged with possessing over 500 grams. Their arraignments will be scheduled later.

Noel Betances and Segura were arrested in August 2025. Joel Betances was arrested in the Dominican Republic on Nov. 19, 2025.

According to court filings, the investigation began in 2023, focusing on suspected drug-filled packages shipped from Puerto Rico to Massachusetts. A June 2023 package allegedly contained five kilograms of cocaine. Investigators say Noel and Joel Betances later collected additional suspected packages in Chelsea, Revere, and Boston and moved them to various locations.

Authorities allege that on July 26, 2025, Joel Betances supplied 25 kilograms of cocaine to someone transporting it to New York; the drugs were later seized in Colton, N.Y. On Aug. 12, 2025, investigators say Joel exchanged a box with Segura; the box held four kilograms of cocaine, and the bag Segura provided contained about $58,000. A search of a Revere residence uncovered another 65 kilograms of cocaine and roughly $341,780. The seized cocaine is valued at more than $1.4 million.

The charges carry mandatory minimums of five to ten years, with maximum penalties of 40 years to life. Sentences will be determined by a federal judge.

The indictments were announced by U.S. Attorney Leah B. Foley and federal and state law enforcement partners. Assistant U.S. Attorney Samuel R. Feldman is prosecuting the case. All allegations remain unproven, and the defendants are presumed innocent unless convicted.
