THE ANGEL OF YAHWEH in a burning bush speaks to Moses and instructs him to return to Egypt to save his people. A sign given by YAHWEH is that Moses is instructed to bring His people to His mountain in Midian. The reluctant inarticulate Moses obeys and Aaron becomes his spokes person.
