This house bill seeks to co opt power AWAY from local country Sheriff's to emplace them in the hands of Legislators in the state capital of olympia. doing so would be undermining the constitution of the United States and thereby attempts to legitimize state abuse of power. This would only cause problems in local city, county and up to state govt.
