Instead of relying solely on shelters or adoption, the Netherlands implemented a government funded program known as CNVR, which stands for collect, neuter or spay, vaccinate, and return.

This strategy focused on preventing reproduction rather than endlessly rehoming animals.
The country also imposed heavy taxes on purchasing puppies from pet stores, many of which are supplied by unethical breeding operations and puppy mills.
This policy encouraged adoption from shelters while discouraging impulse buying. In addition, the Netherlands strengthened enforcement against animal cruelty and neglect, holding owners legally accountable for failing to care for animals properly.
