Andrew calls the Protective Services Hotline and speaks to Ben.

Ben: Did the supports coordinator give you a reason why that some of those services that you're wanting aren't being provided? Like, what's the reason for that do you know?

15:30 – Andrew: “If I'm so smart, then why do I have a diaper rash I can't take care of? […] Why do I have a foot fungus [...]”
19:00 Approximately – Andrew begins to rant about not being given a “consolidated waiver.”
21:53 – Andrew: “They were leaving me in soiled, wet poopy diapers for hours! And I don't know when I need to change my diaper so I can't tell when I'm wet till I'm already soaked through.”
22:15 – Andrew asks if Ben has a dog. The conversation becomes uncomfortable.
23:20 – More discussion of the consolidated waiver.
24:00 – Ben says that based on a previous conversation with Andrew, Andrew did not qualify for the consolidated waiver.
26:25 – The police arrive. “I know you record almost everything, you know what's going on, you know how to get the help that you need, we told you to get a new service provider [...]”
27:30 – Andrew tells the officer about his foot fungus.
28:20 – Andrew says he will not stay at his residence tonight, but will sleep out in the snow. The officer leaves.
29:45 – Andrew says he's sleeping in the snow without a coat.
30:05 – Andrew says that he's doing what he's doing “for national news, cause nobody cares about my health and well-being.”
31:50 – Ben confirms that he has spoken to Andrew several times before.
33:00 – Andrew accuses Ben of murdering him.
42:00 – Ben points out that when Andrew says he has “behavioral issues” that disqualifies him from most waivers / programs except some through ODP (Office of Developmental Programs), which is likely Andrew's exact plan: to repeatedly do things that disqualify him from every program or waiver except the one he wants (ODP). Note: It sounds like ODP is the new OPWDD.
45:20 – Andrew agrees to get out of the snow, the call ends.
