The legislation aims to curb the growing misuse of AI tools capable of creating realistic but fake images, videos, and voice recordings of real people without their consent. By introducing legal accountability, Spain hopes to discourage malicious actors from exploiting AI technology for personal or financial gain.

While the law is strict on harmful usage, it also preserves freedom of expression. Exceptions are included for satire, parody, or clearly labeled AI-generated content involving public figures, provided there is no intent to deceive or harm. This balance seeks to protect creative and journalistic expression while ensuring personal rights remain secure in the digital age.

The bill forms part of Spain’s broader digital democracy and technology governance strategy, aligning with wider European efforts to establish ethical and legal frameworks for artificial intelligence.
