A MESSAGE FROM CARROLL STARKEY
I’m running for Precinct 4 Coryell County Commissioner. I’ve been a citizen of Coryell County for over 60 years. I graduated from Gatesville High School in 1980 and attended Howard Payne University. I married my high school sweetheart, Mecca, in 1981. We have two adult children, Colt Starkey and Meagan Burgan, and three grandkids, Addie, Sloan and Jay.
In my early years I worked in construction building houses, and TV and telephone lines. I also worked at Hercules Inc. building rocket motors and components.
I began my career at Texas Department of Transportation in 1995, starting off as flagger. As I gained experience and skill, I was promoted to Construction Inspector and then Chief Inspector. I returned to Maintenance as the Assistant Maintenance Supervisor in Killeen, Texas. I was then promoted to Maintenance Supervisor in Hamilton, Texas. Shortly afterwards, the Hamilton and Gatesville sections were combined, and I became the Maintenance Supervisor for both counties. In this position I supervised around 40 state and contracted employees, ensuring they followed safety standards and guidelines. I was responsible for maintenance of around 75 pieces of equipment. I was solely responsible for managing the budgets for both counties, staying with 1% of $800,000 total budget. In these roles I was on call for emergency situations 24 hours a day, 7 days a week. It was an honor to be selected by the Waco District Engineer to represent Texas District 9 on a committee to critique and improve the Federal Highways Administration leadership training program.
In 2012 I accepted the position of Maintenance Specialist, working for the TxDOT Maintenance Division in Austin, Texas. In that role I traveled extensively throughout the state of Texas grading state and interstate highways for performance-based contracts and grading state and federal facilities to include new building construction and rest areas. I taught classes for proper maintenance techniques and procedures in TxDOT district offices throughout the state. I was responsible for managing contracted budgets up to $14 million. I retired from TxDOT in 2018.
I gained a great deal of knowledge in road construction/maintenance and budgeting during my 23 years of service with TxDot. Some areas include sealcoating, fog sealing, crack sealing, strip sealing, edge repair, milling and inlaying hot mix, subbase and base repair, pothole maintenance, right of way maintenance, herbicide, signage, pavement markings, tree/brush trimming, culvert repair, bridge maintenance, debris removal and ditch maintenance to ensure proper road drainage. I also gained a great deal of experience working with citizens, contractors, county commissioners, county judges and state representatives regarding questions and concerns about road construction and maintenance.
I’m not a politician, but I would appreciate your vote for Precinct 4 County Commissioner. I believe my experience and knowledge would benefit all citizens of Coryell County.
