Water overflow from unkempt gutters

Section 8 housing, as owned by J. Kesse, Meadowlark Holdings, LLC Scappoose Oregon has innumerable safety issues. St Helens Oregon Community Action Team, NWOHA, VASH/VA, Scappoose code enforcement, Scappoose Community Development Center are ALL aware of these questionable safety concerns. I've heard that communities that allow FHA, federally subsidized housing, those municipalities receive federal dollars for "allowing" Section 8. If that's true, it would explain how come Scappoose turns a blind eye to these questionable practices
