Indian scam

This couple comes into this Walmart week after week. The woman is always holdings baby, they buy all this baby formula and other baby supplies, and always act like their card declines, they feed on others sympathy and beg customers to pay for their items. Then later, they come back and return the items for cash, it was a scam all along and what’s sick is they are using the image of a vulnerable baby against others. Whenever anyone returns baby formula they have to destroy it, so people who need it won’t get it, remember the baby formula shortage? The Walmart employee had enough of this scam and called them out and had them removed. Is it enough to just kick them out, shouldn’t they be charged or banned?
