Dog Shit Patrol - 8 Collected 2 Feb 2026

Today, February 2, 2026 ~1300 I informed a state-paid caregiver of the B&E incident January 27, 2026, the non-response via Scappoose police, the perceived "soft intimidation" on Saturday, January 31, 2026 - no effort to communicate, no effort to verify welfare of affected tenants or property. I advised the caregiver I wasn't recording at the time, but, under Oregon law, now that they had seen the video and been informed, they're obligated to report it, in this case, to Kelly White, St. Helens Oregon Adult and Family Services per ORS 124.060 through ORS 124.095 (Adult Protective Services statutes). The key provision is ORS 124.060(1):"Any public or private official having reasonable cause to believe that any person 65 years of age or older with whom the official comes in contact has suffered abuse, or that any person with whom the official comes in contact has abused a person 65 years of age or older, shall report or cause a report to be made in the manner required in ORS 124.065."

Saturday, January 31, 2026 (video pending upload), Scappoose police SUV drove on to the property and parked directly in front of my CCTV. No officer exited. No contact was initiated. Drive in. Stop. Reverse out and turn around to exit the property. This came FOUR days AFTER the reported B&E that was uploaded recently. No effort by Scappoose to determine if any harm to person or property was done, no effort to verify all was well. This is most probably what is known as "soft intimidation". This has happened before when I've called out local government (which resulted in 3 government officials resigning in rapid succession) when Scappoose police drove on the property late at night and shown a spotlight into my window. Again, as with Saturday, no effort was made to explain this action. I had stepped out on my porch after they'd shown their light in my window - no effort communicate a reason for such an act.

In today's video, I invite Scappoose Mayor Joe "Joseph" "back-less" Backus, City Council President Tyler "always vying for more political power" Miller, Scappoose Police Chief Chris Fluellen, Patrol Sergeant Ron "Ronny" Larson, Columbia County Emergency Communications (as they refuse to provide their name - they can all partake), VA VASH Ellen Ridley, St. Helens Community Action Team, Melissa, Kayla Davis, NWOHA, Oregon HUD, Federal HUD, Housing and Urban Development, Scappoose Code Enforcement, Scappoose Police Admin Office Clerk, Scappoose Community Development Center, the various OIG's and other regulatory oversight's, Meadowlark Holdings, LLC, Kesse family, Jim "Jumbo" Kesse, his wife "peg" Kesse all to come and dine upon any number of the available offerings of dog shit. If it's not an issue (which it is via SMC 8.02.050), I challenge each of them to consume an equal number of dog shit piles that I've collected on this property.

Scappoose local government and police show up Saturday and stop directly in front of my unit after 4 days prior reporting B&E which was not responded. Video pending upload. Today, February, Monday, 2, 2026 8 dog shit piles are collected.
