NHDVS Coalition advocates work from the premise that, in 1862, our country accepted the idea of establishing a system of homes for disabled and homeless soldiers. That system took root in 1865 and in 1888 the National Soldiers Home, "West of the Rocky Mountains," the Pacific Branch Home, was established. It is the last-standing National Soldiers "Home" in the Country.

Today, the need for Veteran "Homes" is just as demanding, if not more, than when the Pacific Branch Home was "permanently" Deeded.

There are tens-of- thousands of homeless Veterans. They represent a significant percentage of the overall national homeless population and California is the "Capital" of general and Veteran homelessness and suicide.

Veterans have a home, someone else has taken the keys.

Tragically, most of the homes of that system have, over time, been repurposed and turned over to private interests.

Fortunately, the terms, conditions, spirit, and intentions, the overall vision, of the Deed-restrictions (written into the "indentures" of the Pacific Branch) have held years of "land-grab" attempts by individuals and entities at bay.

So, a white-collar, mafia-style, assault has been devised and it is being used, today, to get around the Deeds and the "True Intent" of the land.

Today, at the Pacific Branch, a modified 99-Year Enhanced Use Lease (EUL) operation is effectly killing two Veterans a day by the homelessness it causes.

That operation is connected to unnecessary legislation that was created and perpetuated by unscrupulous elected representatives, inside and outside of California.

The misrepresented legislation led to several versions of master plans that became gateways to EULS that are followed by local versions of housing and land-use policy that "guts," denys, and prohibits federal land control.

These local controls, exemplified in the use of marijuana, set by State, County, and municipal authorities, violate the deed-restrictions and
is killing Veterans.

In despite of the federal court ruling that ordered Department of Veteran Affairs (DVA) to resolve "void" leases, the operation continues, aggressively.

The principle perpetrators have become principal developers and they are "weaponized."

This means that they employ intentional delays, dictated by the hierarchy of the land-racket cabal. The ensuing physical and mental assaults on Veterans create delays and are carried out by the 3rd-party building and case- management entities; under the authority of the DVA Health Administration.
