Rumored local ghost caught on camera

This path runs between a railway line and a river. There's an old local legend in the town where this man lives that claims someone was killed trying to cross the tracks one night, and their body was thrown into the river... Subsequently a ghost is rumored to haunt the pathway. Is this that ghost or just a trick of the fog/light and water from the river?
