According to Comicbook.com, Anthony Mackie who plays the Falcon in the Marvel Cinematic Universe discussed his character Sam Wilson's history and how it's more important than the villains he fights. Mackie told fans, “My favorite timeline of Sam Wilson is the Tuskegee airman experiment timeline. I think it’s very interesting to think they took these soldiers and tried out the serum on them before they injected Cap.
