pth860 hover teleportation issues

Edit: Apparently it's actually a feature of the wacom pro pen 2 and slim pen, some compatible older pens such as the grip and classic pen may not show the same behavior.
caused by the unstable hover range on the pth860, gets worse as area gets smaller.
OTD sees this because it doesn't toss data from the unstable segment of the hover range, as would any other similar driver attempting to pull the full tablet input information and use it.
