Compass Powered Boat with Permanent and Electro- Magnets

The concept seems sound. A turning magnet makes a little boat spin and the spin is translated into linear motion. The translation comes from two competing centers of rotation. An electromagnet makes the boat spin more slowly for half of its rotation cycle.
