Philadelphia elections: A Real Discrepancy

Here's how I stumbled on a major discrepancy between the charts Philly and PA were putting out, and the actual records published by the Commonwealth's open data portal. Watch how I found it, downloaded it, sorted it and found the discrepancy. Regarding the birth dates, the birthdate for domestic violence victims is 1-1-1800, yes 1800. In addition to that, there are several records showing birthdates of 1920 -- which is all fine but there are many returned very quickly and if you're going to vote as a centenarian, you still have to submit a form (shown in video) designating an agent to deliver or mail it for you, if you cannot do so yourself. In addition, there were several birthdates listed as 2020, yes, 2020. I asked the data nerds about that, too. Haven't heard back yet.
