Capital Bull Horn helmet guy

So this capital Bull horn guy that is in multiple videos now in the capital as well as pics from AnTiFa BLM events has made this video, I have no idea when it was filmed, but man he doesn't sound like a typical AnTiFa dude. Now recently he was spotted in the background of the film where that Woman was shot at the capital, behind the police changing his clothes at the time of the shooting, this is weird.
