Biden speech with another person's voice about a "PLEA SENTENCE"

A comparison video about the Claim that the White House official YouTube channel, showing a video of Biden giving a speech, but someone else pops on the audio for a few seconds, saying something about a "PLEA SENTENCE"

On 01/24/21 I checked that Youtube channel and found no voice...

Granted, it is a day later. AFTER the claims were made, and there was enough time to "scrub" the video of the other voice.
