Whitehouse lighting goes down, did Stefano Serafini receive an advance Cybersecurity Degree?

I look into video of last night at the Whitehouse, it appears to go dark for several hours and cars can be seen exiting the Whitehouse grounds. The Washington Monument also went dark as well. Did Stefano Serafini, receive training at the National Defense University in Cybersecurity Leadership in 2017? His name is in the Congressional Record in 1997 as working for the U.S. Information Agency. This school is mostly attended by Military people and Serafini is one of only 10 people from the Department of State to graduate with this degree. Were an Italian brother and sister framed in an attempt to plant Russian emails on their companies American servers? I look into Benjmin Fulfords page and a couple of other observations.
