Another cryptic message

The stalker left another cryptic message. I collated several clips to provide more context. For the sake of brevity, a segment of subtle movement was captured by the doorbell camera. I reviewed the footage and discerned a figure was in the ditch across the street. I ventured across the street the next day and found a newspaper inside of a ziploc bag. Circled on the newspaper were the letters E-U-R-O-P-A, along with a crude representation of a bull’s head. I subsequently researched possible meanings.
