Was this brazen carjacking in South Africa aided by police?

In a brazen daylight carjacking that appears to have been a clear case of targeting the victims, a wild car chase ends up at a local police station where it certainly appears that the SAPS not only did not protect the victims who sought refuge and helped from armed criminals, but seem to be in cahoots with the criminals as well.
