259 - The Zombie Amendment

Ronald Reagan said "a government bureau is the nearest thing to eternal life we'll ever see on this earth." Apparently that is no longer true, as a dead proposed amendment simply will not go away. Sounding like Dr. Frankenstein, the House of Representatives is crying "It's alive!", when it's actually dead.
