Thief goes shopping at store and nobody stops him!

The new prosecutor in San Francisco decided that smaller crimes like shoplifting aren't a big priority, so thieves stroll into stores and load up their bags! This scofflaw casually fills up a suitcase and then calmly walks out. The workers at the store are not permitted to stop thieves, and neither are security guards, because of possible lawsuits, so this kind of brazen shoplifting happens every day!
