What happened to only those making more than $400K paying for Biden's programs?

During yesterdays news conference Joe openly solicited that he was open to ideas on how to pay for his plan. Apparently even he knows that there isn't enough money to be stolen from the rich to pay for everything. He's going to have to use other means to take our money to pay for his socialist agenda.
