The New York City Council voted 39-9-1 to pass Bill 371-A which forced harsh regulations and free speech restrictions on Pro-Life pregnancy centers in New York City. On March 16 2011, then Mayor Michael Bloomberg signed Bill 371-A into law, effective mid-July 2011. Here Dr. La Verne Tolbert, along with Walter B.
