Don't blame Officer Stillman for the death of Adam Toledo

What was a 13 year old doing out at 2:30AM on a Monday morning that justifies him requiring to carry a firearm? I'm blaming the parents, or should I say the lack of parenting that resulted in their son being on the street for what I can only conceive to be nefarious reasons.
