Getting us closer to normal

Joe Biden said he will announce plans for his path that will allow us to get closer to normal by July fourth. What more could possibly be done? The vaccine was created under Trump and the distribution and vaccination process was already initiated. What more can he do other than keep us under lock and key until his handlers say it is safe for us to come out, which at this rate could be sometime after 2024.
