Water Wave Locking Propulsion Toy Model Boat

I saw someone's theory and not sure if they called it WAVE LOCKING but it looked just like this in their diagrams, perhaps on a patent. But they went a step further and said it would also work with electromagnetic waves to propel a spacecraft.
