34 States that set up a meeting, agreeing on an agenda of what to discuss {like we have over 40 times in our 300+ year tradition of convention history of colonies & states} & these States' Commissioners with limited agency just sit down together to look at current problems we all face.

These Commissioners debate some possible solutions to these problems.
.
They put together a proposal to vote on to get a majority vote from the convention floor on what to send back to the States for approval.
.
The States then move either to ratify in the Legislature, or by the States' ratifying conventions (which ever way the U.S. Congress chooses) and if 38 States think the proposed amendment is a good idea as written, that proposed amendment is ratified & "will become part of THIS Constitution" to use the exact phrase in Article V... not a new Constitution... but THIS Constitution.!!!
