It is said that these Founders of the greatest government the world has seen, went beyond their authority to only fix the Articles of Confederation. IT IS NOT TRUE.!!

10 of the 12 States' commissioners had full authority, and the other 2 can be debated that they did too... Regardless... Before the new Constitution was ratified... all 13 States approved of how this change in government should be made... and all 13 States by May 29, 1790 had ratified it and the new Constitution was unanimously agreed to...!!!
