Since the left is pushing so hard to implement the GND, I believe they should be forced to convert to zero emissions now. Make DC a test zone where only solar or wind energy is used to power the district. No fossil fuels or nuclear energy should be allowed. Restrict all travel that uses fossil fuels such as air, train and automobile.
