No Convention in the 300+ year history of solving problems for the colonies and states ever had any authority or power to change any law. .
Instead, the States involved would merely meet, discuss the common problems on the call agenda, debate some possible solutions... and then the State delegations carried those solutions back to their own legislatures for passage... if agreed upon.
