Was HAARP Responsible For The Florida Condo Building Collapsing on June 24, 2021?

What exactly happened to the two buildings that collapsed in Surfside Florida? This was clearly planned. The collapsed buildings were one block away form where Jared Cushner and Ivanka Trump were staying.

As you watch this short video, this about this; do you not find it interesting/strange how the camera was conveniently positioned and running without any motion to "capture" the two buildings collapsing? This was a setup, a distraction for possibly other things going on.
