Both Sides Awaiting The Other To Make A Move

We are in a chicken match almost, except moves have to be made and then counter moves must be made. The deep state only has a couple moves left and knows they will get destroyed immediately after... So they wait as long as they can and try to see if they can make up an extra move somehow... But that is failing and their window of opportunity is quickly closing. NCSWIC WWG1WGA
