Companies using Non-CDL and CLD Drivers must do a road test to ensure the driver applicant is qualified. How else do you really know if they can actually drive the types of vehicle you have in your company.

Sure there are a couple exceptions, but do you really want to risk it? This is a sure way that you can teach your driver on Day 1, the way you and your company expect them to operate. Why in the heck would anyone pass up this opportunity?
