Blinken on green screen? If so why?

I do videos as a business and noticed today that as Blinken spoke there was a green line around him, on the edge of the curtain, and the edge of the flag as well as slight green between the stripes on the flag. This is indicative of a green screen background. He said he was at the state department but if so why would a green screen be used.
