Pandemic Bonds

As the senate scotches legislation to ban gruesome experimentation into animal-human hybrids (known as chimeras), the focus sharpens on Chinese labs using “humanized mice” on which to test bioweapons. Is all this related to the emerging new economic paradigm of profiting off of designer viruses and the new “pandemic bonds” which banks are issuing?
