On June 22-23, 2001, just under 3 months before 9/11, the US military held a senior-level war game at Andrews Air Force Bade called Dark Winter. The scenario of this bio-terrorism drill was designed to simulate a small pox attack in three states in which one of these states would be Pennsylvania.

As part of this drill scripted news programs were created to make this exercise as realistic as possible.

When I was running on the rescue squad we had mass casualty training periodically. That is what that is. Scenarios were put together with volunteers to play different roles. We did not know the script so we would have to deal with each issue as it presented itself. We are all trained in triage for mass casualty - the "victims" are told their role to present. We have to identify each victim with a color code. (Green, yellow, red or black) Typically, each hospital has a mass casualty plan. They refer to it as disaster medicine.
