Exception yes! Exemption NO!

this is my battle to get clarification regarding the Mandatory Vaccine Direction for Workers in Victoria. I'm a church minister. I'm granted an exception in the document (number 26, pages 14-15). That means I can work in any place i need to to do my job, without vaccination. But how will I get into a hospital to visit someone, without an exemption card? The only exemption you can get is FROM A DOCTOR = MEDICAL EXEMPTION. I don't qualify for a medical exemption, therefore WHAT IS THE POINT of such an exception? Because if I HAD a medical exemption, I would be able to get in EVERYWHERE.
