Clinton speaking on human cloning

My question is in 2021, how is it that people believe human cloning is a conspiracy? It was clearly a concern during the Clinton administration. So much so that he created legislation to prevent any tax dollar being spent on it.

As much as our technology has advanced since then can anyone with a sound mind think the elites have not incorporated the practice of human cloning in their agenda?
