I resorted to checking a guide to figure out what I was missing. Turns out there's some easily destroyed blocks right by that Storm Missile Gate. Not long after I make it to the boss that gives you the Storm Missiles and take a couple of those Goonbots, both of which make for quite the game of Rocket Tag.
