BREAKING: CIA Chief, not Biden, met with Putin! How Significant is this???

What did the CIA director meet with Russian President Putin? Why Couldn't the POTUS meet/call Mr. Putin? Yet, Western media suggests that by dispatching Director Burns, the US is warning Russia about its troops’ buildup near the Ukrainian border.

One thing is sure: The U.S. is more concerned about Russia-China rapprochement than about Ukraine. Let’s say it for what it!!!
