This is the Wheel of Time video game, made by Legend Entertainment in 1999. It's actually a pretty good game, despite its weird design choices. It's abandonware now, so if you want to play yourself, just download it.

Here's how to get it running:
1) Download the game. The only version I've found that had the cutscenes included is here: https://www.zombs-lair.com/the-wheel-of-time. This also has most of the patches you'll need to run on a modern system at 1080p.
2) Go to the game's PCGamingWiki page (https://www.pcgamingwiki.com/wiki/The_Wheel_of_Time) and download Peixoto's patch. This kept the cutscenes from flickering for me and fixes the brightness control, although as you can see in the video it is still useless. You do not need the v333b patch as Zomb's Lair already did that. Refer to this page for any other problems you have. I had to run the game in Windows 7 mode.
